As a part of its ratemaking authority in Section 54-4-1, the Public Service Commission must determine how utility costs, such as postretirement benefits, are accounted for.

No comments have been received since the last review in September 2003.

This rule continues to be necessary so that the Commission can continue to determine how postretirement benefits are accounted for by the utility companies. Therefore, this rule should be continued.
