Rulemaking is required because the agency authorizes, requires, or prohibits an action; provides or prohibits an action; and because the agency has designated one or more categories of adjudicative proceedings.

    The rule is needed to give direction to presiding officers and staff in initiating adjudicative proceedings, conducting informal hearings, and rendering decisions authorizing, requiring, or prohibiting an action. Therefore, this rule should be continued.
