Section 4-2-2 authorizes the Department of Agriculture and Food to establish and enforce rules necessary for the effective administration of the agricultural laws of the state; to inspect any private or public place which may become infested or infected with harmful insects, plant diseases, noxious or poisonous weeds, or other agricultural pests; to establish and enforce quarantines.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
The commissioner does establish a quarantine setting forth the name of the pest against which the quarantine is established, the infested area, the products regulated, and specifying conditions governing shipments and issuance of certificates under which products may be shipped. This rule outlines those quarantines and therefore, this rule should be continued.
