Subsection 4-2-2(1)(e) requires that marketing orders be issued for any designated agricultural product to promote orderly market conditions, give the producer a fair return on the producer's investment at the marketplace; and only promote and not restrict or restrain the marketing of Utah agricultural commodities.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
This rule is established to improve the conditions in the egg producing industry; assure an effective and coordinated program to maintain and expand the Utah egg industry's market position and that the producers shall be subject to the terms and provisions of the rule. Therefore, this rule should be continued.
