This rule is promulgated under the authority of Sections 63-46a-3 and 63-46b-21, and provides the procedures for submission, review, and disposition of petitions for agency declaratory rulings on the applicability of statutes, rules, and orders governing or issued by the Department of Agriculture and Food.

This rule provides the means for any person or agency to petition for a declaratory ruling. It describes the procedure for making a request for an agency declaratory ruling and the procedure for a petition review and disposition. Therefore, this rule should be continued.
