Sections 4-5-6, 4-2-2, and 4-5-17 authorize the Department of Agriculture and Food to make and enforce regulations. The regulations establish the definitions and standards of identity, quality and fill of container in this state.

These regulations are established to protect the consumer. If there were no labeling regulations for wheat being sold, consumers could be purchasing wheat with weed seeds, weed stems, chaff, damaged kernels, poisonous or deleterious substances such smuts, ergots, pesticides, live insects. Therefore, this rule should be continued.
