Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

Subsection 53A-13-301(3) requires the Utah State Board of Education (Board) to make rules to establish standards for public education employees, student aides, and volunteers in public schools regarding the confidentiality of student information and student records, and Subsection 53A-1-401(3) allows the Board to make rules in accordance with its responsibilities.
