This rule is authorized by Subsection 63G-2-204(2)(d) of the Government Records Access and Management Act. Subsection 63G-2-204(2)(d) allows governmental entities to make rules, in accordance with Title 63G, Chapter 3, specifying where and to whom requests for access to government records shall be directed.
